Amber R. Tynan is a nonprofit executive, healthcare advocate, and strategic leader dedicated to strengthening systems that serve vulnerable and underserved communities. With more than 25 years of leadership experience spanning healthcare, human services, philanthropy, advocacy, and nonprofit management, she has built a career focused on creating sustainable, community-centered solutions that improve quality of life and expand equitable access to care.

Amber currently serves as Chief Executive Officer of Big Bend Cares and Care Point Health & Wellness Center, a comprehensive safety-net organization serving North Florida through integrated medical, behavioral health, housing, prevention, outreach, and pharmacy services. In this role, she oversees complex healthcare and social service operations focused on individuals and families navigating significant health and socioeconomic barriers, including people living with HIV.

Recognized for her strategic leadership and systems-thinking approach, Amber has extensive expertise in organizational sustainability, advocacy, government relations, development, Ryan White funding structures, 340B Drug Pricing Program oversight, and healthcare operations,. She is known for her ability to translate complex legislative and policy environments into actionable strategies that protect access to care while positioning organizations for long-term growth and financial stability.

Prior to joining Big Bend Cares, Amber served as Executive Director of United Partners for Human Services, where she transformed the organization through strategic growth, coalition-building, and advocacy leadership. During her tenure, organizational revenue increased by 400%, membership grew by 200%, and the organization achieved a 96% legislative advocacy success rate on local policy initiatives. She also led fundraising and strategic initiatives throughout her career that significantly expanded organizational reach, diversified revenue streams, and strengthened nonprofit infrastructure across multiple sectors.

Amber’s leadership style is rooted in collaboration, accountability, and mission alignment. She is deeply committed to building high-performing organizational cultures while fostering partnerships between healthcare providers, government agencies, educational institutions, and community organizations. A trusted board partner and public spokesperson, she frequently engages in conversations surrounding healthcare equity, nonprofit sustainability, public policy, and systems reform.

Her advocacy in the HIV/AIDS field is deeply personal. Witnessing a close family member live courageously with HIV for more than two decades profoundly shaped her understanding of healthcare disparities, stigma, and the importance of compassionate, dignity-centered care. That lived experience continues to fuel her commitment to advancing equitable systems and ensuring vulnerable populations are not left unheard or underserved.

Throughout her career, Amber has received numerous awards and recognitions for her leadership and community impact, including Community Leader of the Year honors, the Women Who Mean Business Rockstar Award, Outstanding Fundraising Professional of the Year, and recognition as one of Tallahassee’s “25 Women You Need to Know.” She is also a graduate of Leadership Tallahassee, a New Leaders Council Fellow, and holds professional credentials in change management, fundraising, and 340B program administration.
